Purpose of the Role

The Chief Financial Officer (CFO) will be the financial steward of P4L Funds, responsible for safeguarding the Fund’s assets, ensuring liquidity adequacy, and driving disciplined financial management. Reporting directly to the CEO, the CFO will oversee treasury operations, finance and accounting, and investment portfolio management, ensuring compliance with SEC regulations and alignment with Lagos State’s food security and economic development priorities.

This role requires a leader with deep expertise in financial strategy, capital markets, and structured trade finance, capable of balancing risk management with growth objectives while maintaining transparency and accountability.

Key Responsibilities

Strategic Financial Leadership

Develop and execute financial strategies that align with the company’s mission of modernizing food supply systems.
Provide financial insights to guide corporate strategy, investment decisions, and market expansion.
Serve as a trusted advisor to the CEO and Board on financial sustainability and growth opportunities.

Treasury & Liquidity Management

Develop and maintain liquidity buffers sized to guarantee utilization and claim patterns.
Manage cash flow planning, ensuring adequate liquidity for guarantee payouts, operational expenses, and investment opportunities.
Optimize returns through active management of tenors, rates, rollover strategies, and yield curve opportunities.
Oversee relationships with banks, DFIs, and financial institutions to secure liquidity lines and optimize treasury operations.

Finance & Accounts

Lead end-to-end financial management, including budgeting, forecasting, and IFRS-compliant reporting.
Maintain full financial ledgers, journals, and general accounting books for the Fund.
Ensure compliance with SEC rules, investment restrictions, and Trust Deed provisions.
Oversee internal controls, audits, and compliance with KYC/AML/CFT standards.
Provide quarterly and annual financial statements to stakeholders, including the Trustee, Investment Committee, and Lagos State Government.

Investments & Portfolio Management

Develop and execute the Fund’s annual investment plan, aligning capital deployment with market cycles and Lagos consumption patterns.
Manage guarantee reserves and liquidity investments in SEC-approved instruments (T-bills, FGN bonds, CPs, fixed deposits).
Conduct quarterly reviews of portfolio allocation performance, adjusting exposures based on utilization rates, macroeconomic conditions, and corridor performance.
Apply expected credit loss (ECL) modeling to guarantee exposures and maintain accurate NAV calculations.
Engage rating agencies to secure ratings where required.

Risk Management & Oversight

Collaborate with the Technical Consultant and CRO to develop financial risk frameworks covering credit, operational, and market risks.
Conduct bi-annual stress tests simulating corridor shutdowns, commodity price crashes, or liquidity shortages.
Ensure no breach of concentration limits by maintaining detailed exposure metrics across commodity types, PFIs, and corridors.

Stakeholder & Investor Relations

Build and maintain relationships with investors, DFIs, and institutional partners.
Provide quarterly investor updates, NAV publications, and performance summaries.
Support capital mobilization and investor engagement strategies.

Qualifications & Certificates

· Minimum of 20–25 years’ senior leadership experience in finance, treasury, investment management, or trade finance.

· Advanced degree in Finance, Economics, Business Administration, or related field (MBA/ACCA/ACA preferred).

Experience Required

· Proven track record in managing large-scale funds, structured trade finance, or investment portfolios.

· Strong expertise in treasury operations, liquidity management, and capital markets.

· Deep knowledge of SEC regulations, IFRS standards, and compliance frameworks.

· Demonstrated success in investor relations and financial reporting
